PUBLIC NOTICE
Pursuant to the Council Resolution of 2 June 2025, Gaborone City Investment Company (Proprietary) Limited (G.C.I.C.) has been mandated to manage and control advertising spaces, commercial properties, parks and open spaces within the City of Gaborone.
Gaborone City Council hereby gives notice to all advertising operators, media houses, billboard owners, advertising agencies, clients, installers, facilitators and all persons dealing in advertising space within the Gaborone Administrative District as follows:
No person or entity may erect, display, place, maintain, allocate, lease, sell, broker or otherwise deal in any banner, billboard, pole cover, poster, placard, banner, digital screen, transit media installation or any other advertising structure or promotional material within the jurisdiction of Gaborone City Council without the requisite lawful authority and prior written approval.
Further take notice that any engagement with advertisers, clients or third parties by unauthorised advertising operators or agents and any placement or display of advertising material without the requisite approvals is unlawful and shall attract immediate enforcement action.
All operators, media houses, billboard owners, advertising agencies and clients are hereby directed, as a final opportunity for compliance:
a) to regularise their status without delay
b) to ensure that all existing advertising structures and placements are duly approved and compliant;
c) to cease immediately all unauthorised advertising activity, and to disengage forthwith from any unlicensed or unauthorised advertising operator or agent.
Failure to comply with this notice shall result in enforcement action without further notice, including removal and/or impoundment of offending structures or materials, withdrawal or refusal of permissions, recovery of all costs incurred by Council and/or G.C.I.C and the institution of legal proceedings where necessary; all costs to be borne by the offender.
For the avoidance of doubt, no person or entity shall purport to have authority to allocate, lease, sell, broker or otherwise transact in advertising space within the jurisdiction of Gaborone City Council without express written authority from Gaborone City Investment Company.
All affected persons and entities are hereby granted a final compliance period up to and including 2nd May 2026. Upon expiry of that deadline, strict enforcement operations shall commence immediately and without any further notice, indulgence or extension.
All enquiries, applications and compliance submissions must be directed to G.C.I.C through the officially designated channels.
